The European Commission also confirms that the Russian president is not banned from traveling to the European Union. “Putin and Lavrov are subject to an asset freeze, but not specifically a travel ban,” another spokeswoman explained. According to Anitta Hipper, if the meeting takes place, Vladimir Putin could enter the EU.
Another question is how it will be done, since there is a ban on Russian aircraft flying over European airspace — which would also affect the presidential plane. Hipper admits that a derogation from this prohibition is possible, but this decision depends individually on the Member States flown over.
Although there is no travel ban for the EU, there is an arrest and detention warrant against Vladimir Putin, issued by the International Criminal Court. Hungary announced last June that it intended to withdraw from the ICC; however, the departure only becomes effective one year later. And Brussels’ position has always been to urge member states to cooperate with the ICC.
