This is happening because Congress failed to find a funding solution in a timely manner. While the shutdown continues, all active duty soldiers and currently deployed National Guard personnel must continue to perform their duties, although their salaries will not be paid until the shutdown ends.
The situation is reminiscent of previous shutdowns in which similar measures were taken. In 2013, Congress passed the Pay Our Military Act to ensure the military is paid during a shutdown. This time, a similar bill, the Pay Our Troops Act of 2026, was introduced by Republican Rep. Jen Kiggans of Virginia, but was not passed in time because the House of Representatives is not in session until October 7th.
During the last shutdown in 2019, Navy Federal Credit Union and USAA offered special loans for military members to bridge financial shortfalls. They plan to offer similar support this time too. Navy Federal Credit Union has announced it will offer 0% APR loans to eligible members whose pay may be affected. USAA plans to offer an interest-free loan equal to one net salary to eligible members.
The Department of Defense recently released guidance outlining priorities during the shutdown. These include, among other things, operations to secure the southern border of the USA, operations in the Middle East and the missile defense project ‘Golden Dome for America’. About 406,000 of the department’s 741,000 civilian employees are considered essential and must continue working, while others are furloughed.
Medical and dental care will continue during the shutdown, but elective surgeries and other non-urgent procedures will be postponed unless necessary for military readiness. Private healthcare coverage through the Department of Defense’s TRICARE health insurance remains uninterrupted.
