MERIDA.- Alvaro Cetina Puertodeputy of PAN in it State Congresspresented a bill so that Yucatán be incorporated into the 1F electricity rate.
In his statement he highlighted that this rate already benefits families from states with similar climatic conditions such as Campeche, Tabasco, Sonora and Sinaloa.
From the podium he expressed that: “in Yucatán, the light does not go away… sometimes it comes. And when it comes, it comes dearly for an unfair rate.”
“We pay the highest rate in the country while experiencing the highest temperatures in the country. That is not fair, not for families, not for small businesses, not for anyone.”.
Rate 1F for Yucatán: a reform with a human face
The legislator explained that the proposal reforms the Electricity Sector Law and the National Water Law.
Its purpose is to adjust the electricity rate system taking into account the real thermal sensation experienced by people in each municipality, not just the average temperature recorded by thermometers.
“Reading 33 degrees on a weather station is not the same as feeling 43 degrees on the street, under an unforgiving sun. That is what we experience in Yucatán almost all year round. And yet we continue to pay more than anyone else”.
The initiative proposes that the Secretary of Energythe Federal Electricity Commission (CFE) and the Federal Treasury Secretariat use new variables—such as solar radiation, humidity, wind and effective temperature—to calculate rates, prioritizing the average thermal sensation of each municipality.
Likewise, it is proposed that the CONAGUA and the National Weather Service create a public registry of thermal sensations updated every two years, so that rate adjustments reflect the country’s climatic reality.
“Fair rate for all of Yucatan”
The proposal, called “Fair Rate for all Yucatan”, seeks to guarantee equitable treatment for Yucatecan families, recognizing that extreme heat is not only a climatic fact, but a factor that directly impacts the economy and health.
“This is not an initiative of the PAN Yucatán. It is a demand of the people of Yucatán. It’s about climate justice, easing people’s pockets, and recognizing that living in our state costs more.”Cetina Puerto stressed.
“There are families that juggle paying an electricity bill, businesses that close due to electricity costs, and hospitals that cannot sustain their expenses. That has to change”.

Powers of the Government and the State Congress
The deputy recalled that State Congresses have the constitutional power to present initiatives before the Congress of the Unionin accordance with article 71 section III of the Federal Constitution.
“Today we take that step. From Yucatán we raise our voices and present a national initiative, so that Mexico recognizes that the heat we experience is also an economic burden that the State must compensate”.
The proposal will be sent to the Congress of the Union once approved in the local plenary session, with the request that it be discussed urgently.
During his speech, Álvaro Cetina also criticized the passivity of the state government of Morena and the lack of results on energy:
“This is the government of the handbrake and reaction. They do nothing out of conviction, they do everything by push. With the light, they say that ‘they were already doing something’, but there is no plan, no document, no proposal”.
And he concluded with a call for unity:
“This is the time to show who is really with Yucatán. Let’s leave colors aside and put families first. When Yucatán raises its voice, Yucatán advances. Yucatan can’t wait any longer”.
