Alcohol consumption, theft and drug sales are the behaviors most observed by citizens in their neighborhoods.
Mexico City, October 23 (However).- In September By 2025, 63 percent of the population 18 years and older considered insecure live in your city, according to National Institute of Statistics and Geography (Inegi).
The organization released this Thursday the results of the National Survey of Urban Public Safety (ENSU)which show that the perception of insecurity increased compared to the same month in 2024, when it stood at 58.6 percent, although it remained practically the same compared to June of this year (63.2 percent).
Women reported a higher level of fear: 68.2 percent said they felt unsafe, compared to 56.7 percent of men. This difference was shared by Graciela Márquez Colín, president of Inegi, who disseminated the infographic that illustrates the contrast between both groups.
The cities where the population perceived the greatest insecurity were Culiacán Rosales, Sinaloa (88.3 percent); Irapuato, Guanajuato (88.2 percent); Chilpancingo de los Bravo, Guerrero (86.3 percent); Ecatepec de Morelos, State of Mexico (84.4 percent); and Cuernavaca, Morelos (84.2 percent).

In contrast, the cities with the lowest perception of risk were San Pedro Garza García, Nuevo León (8.9 percent); Piedras Negras, Coahuila (15 percent); Benito Juárez, Mexico City (15.6 percent); Los Mochis, Sinaloa (19.2 percent); and San Nicolás de los Garza, Nuevo León (22.4 percent).
Fear is concentrated in public spaces: 71.7 percent of the population said they felt unsafe in ATMs, 64.9 percent in public transportation, 64.4 percent in the streets and 57.1 percent on the roads.
Regarding expectations regarding the evolution of insecurity, 23.9 percent believe that the situation will worsen and 34.0 percent that “it will remain just as bad,” while only 24.9 percent trust that it will improve.
The crimes most witnessed by citizens were the consumption of alcohol in public (58.2 percent), robberies or assaults (47.6 percent) and the sale or consumption of drugs (39.9 percent). Vandalism (38.1 percent) and shooting with firearms (34.8 percent) also stood out.

In addition, 34.3 percent of people reported having had some conflict or direct confrontation in the last quarter, mainly in the municipalities of Álvaro Obregón (61.6 percent), Tlalpan (59.6 percent), Iztacalco (56.4 percent) and Benito Juárez (44.9), in Mexico City.
The fear of crime has led to changes in daily life: 40.6 percent of the population changed habits related to carrying valuable objects, 36.9 percent limited the going out of minors and 35 percent stopped walking at night in their neighborhood.
Regarding trust in authorities, the Navy (86.7 percent), the Air Force (83.2 percent) and the Mexican Army (83.0 percent) are perceived as the most effective bodies.
On the other hand, the National Guard (73.2 percent), the State Police (52.7 percent) and the Municipal Preventive Police (46.8 percent) obtained a lower approval rating.

Finally, the most serious problems affecting Mexican cities are not only insecurity: 84.9 percent pointed out potholes, 60.0 percent reported clogged drains, and 59.6 percent reported failures in the water supply. And only 30.3 percent of the population considered that their city government is effective in solving these problems.
