The National Human Rights Commission (CNDH) issued a recommendation to the Secretariat of National Defense (Defense) and the Secretariat of Public Security of Zacatecas (SSP ZAC), after proving the illegitimate use of force that caused the death of 14 people in the Nueva Alianza area, municipality of Calera, Zacatecas.
The Agency detected inconsistencies between what was reported by the authorities and the evidence that They analyzed the events of October 12, 2020 in the town of Nueva Alianza, municipality of Calera, Zacatecas.
It is noted that the use of lethal force by elements of the Defense and the SSP ZAC They did not comply with the principles of legality, necessity and proportionality.
This caused violations of the human rights to life and integrity of the victims.

The CNDH recommended to the agencies that they collaborate in the follow-up of the Investigation File initiated by the death of 14 peoplewho died after the illegitimate use of force by those authorities.
According to both authorities, the 14 people were armed and had previously attacked members of the SSP ZAC, For this reason, they had called the Defense to support them.
In the official version, the attackers died during the exchange of fire, however, In its investigation of the events, the Commission detected several inconsistencies between what was reported by the authorities and the evidence they analyzed.
The Commission requested reports from the authorities involved, from others in collaboration, collected testimonies, consulted the investigation folders and, based on these documents, specialized personnel issued a Technical Opinion on Criminalistics and Medical Matters, which shows that the attacks against the armed civilians were carried out after the confrontation.
He indicated that, once they had been subdued, some were beaten and finally deprived of their lives, while others were shot in the back.
The Agency emphasized that it is noted that the use of lethal force by the elements did not comply with the principles of legality, necessity and proportionality, which caused serious violations of the human rights to life and personal integrity of the victims.

The CNDH recommended that the authorities collaborate in the process for the registration of the 14 victims in the National Registry of Victims. and those members of the family units who prove to be indirect victims of the events.
In addition, they must provide them with psychological care.
They must also collaborate in the presentation and monitoring of the administrative complaint that this CNDH presents to the Internal Control Body in the SSP ZAC and in the Defense. in order to initiate the corresponding administrative procedures.
In addition, training will have to be provided on the Use of Force and the National Law on the Use of Force, specifically on the legitimate use of firearms, directed at the elements of the State Preventive Police of the SSP ZAC and the 52nd Infantry Battalion in Guadalupe, Zacatecas, which must be addressed in such a way that it contributes to preventing similar events.
