The new director of Public Administration Information Systems and Technologies, Manuel Dias, formally presented this Wednesday, made a commitment to redefining the way citizens and companies interact with the State, making it more digital and agile.
At the presentation ceremony of the new director of Public Administration Information Systems and Technologies (CTO of the State) and president of ARTE – Agency for Technological Reform of the State, at the agency’s headquarters in Lisbon, Manuel Dias stated that “the ambition is very clear”: “to redefine the way citizens and companies interact with the State”, so that it is “more agile” and “smarter”.
The official who has just taken office said he recognizes himself in the “national aim” of making the country one of the 10 leaders in terms of digital public services, taking Estonia or Denmark as an example.
The ceremony was attended by the Deputy Minister of State Reform, Gonçalo Saraiva Matias, who said that one of the first measures to be implemented is the restructuring of citizen stores, with the creation of the virtual Citizen’s Store, already announced after approval in one of the last Councils of Ministers.
Asked about what led Manuel Dias to leave Microsoft to preside over ARTE and whether there could be a conflict of interest, for example, when deciding to choose software, Gonçalo Matias pointed out that “this issue is defined and regulated by law, if and when it arises, all public leaders know how to act, they know how to apologize”.
“There is no doubt or hesitation about this”, stressed the minister.

The Government announced, on October 3, the choice of Manuel Dias, then national director of technology at Microsoft in Portugal, to be the new director of Information Systems and Technologies for Public Administration, at ARTE – Agency for Technological Reform.
The choice was justified by the Government due to the electrical engineer’s “great knowledge and experience”, as well as his “academic background and in companies with great capacity”.
Manuel Dias has a degree in Electrical and Computer Engineering from the Instituto Superior Técnico (IST) and a master’s degree in Information Systems from the Instituto Superior de Economia e Gestão (ISEG).
Since October 2020, he has held the position of national technology director at Microsoft in Portugal, a multinational where he worked for 14 years, according to his page on the LinkedIn social network.
According to the Resolution of the Council of Ministers published in Diário da República, the new person in charge will be able to have a remuneration similar to that of directors of public companies and continue to teach.
The restructuring of the Agency for Administrative Modernization (AMA) and its transformation from ARTE was announced by the Government on July 31st.
