Canada has taken a significant step in international defense policy by joining the EU Safe program. This program, which includes a financing volume of up to 150 billion euros, aims to coordinate and optimize European defense procurement. In a joint statement, EU Commission President Ursula von der Leyen and Canadian Prime Minister Mark Carney emphasized the importance of this cooperation in uncertain geopolitical times.
The Safe program was created to intensify defense efforts in Europe and prepare for possible threats, particularly from Russia. Intelligence agencies predict that Russia could be a potentially militarily active actor by 2030. By participating in this program, Canada signals not only its support for the European security architecture, but also its desire to reduce dependence on the United States.
Canada’s decision to join the EU program is seen as a strategic step to deepen relations with the EU and pursue common security policy interests. Canada is a strong supporter of Ukraine and sees significant strategic benefits in the Safe program. The loans secured through the EU budget are intended to enable member states to invest cost-effectively in defense and armament.
Germany, on the other hand, has decided not to use the program’s credit options for the time being because there are favorable conditions for loans on the financial markets that are also available without EU aid. Nevertheless, German companies could benefit from the Safe-financed defense contracts. This decision shows the different approaches within EU member states towards financing defense projects.
