These measures are intended to increase transparency in business and politics and include strict penalties for corruption offenses. The new standards clearly define what counts as corruption and how violations should be punished.

The European Union has taken a decisive step towards combating corruption by adopting uniform minimum standards for all member states. These new regulations aim to ensure greater transparency in both business and politics. For the first time, a comprehensive and cross-sector set of rules will be created that precisely defines what is considered corruption and what punitive measures should be taken.

Criminal forms of corruption include bribery, embezzlement and obstruction of justice, both in the public and private sectors. EU member states are obliged to punish corruption offenses with prison sentences of at least three to five years, depending on the seriousness of the crime. Standards for conduct in public office will also be introduced, which will determine when public officials must lose their positions due to corruption offences.

For companies involved in corruption cases, fines are based on global sales. Each EU country is also expected to set up an anti-corruption center and identify sectors particularly vulnerable to such crimes. These measures are intended to ensure that corruption in the EU does not go unpunished and is combated uniformly.

Green MEP Daniel Freund praised the agreement as an important step in ensuring that member states cannot continue to allow certain acts to go unpunished. However, he criticized the fact that the opportunity to make disclosure of the number of corruption cases in member states mandatory was missed. The proposals were originally presented by the EU Commission in May 2023 and still need to be formally confirmed by Parliament and the Council.
