Fiscal Package 2026 in Yucatán: shouts, accusations and clash between benches in Congress

The deputy Larissa Acosta (MC) opposed the increase of 0.75 percentage points to Payroll Tax (ISN)arguing that this is not a progressive or left-wing measure, but rather a policy that, although it seems to go against the employer, ends up harming the worker.

He explained that, under the logic of capital, the businessman will seek to maintain the same level of income, and to achieve this, he will compensate for the additional cost of the tax either by raising consumer prices or by reducing the amount of the employee’s salary.

In his turn the morenista Samuel Lizama Gasca said that the fiscal package is a responsible and humane project, aligned with the Mayan Renaissance and the vision of social justice. And he highlighted the decrease in the Lodging Tax from 5% to 4.5% and the reduction in the Tax for Business Activity from 5% to 4.5%, which, he said, benefits more than 56,000 taxpayers, of which more than 90% are small family businesses, small stores and entrepreneurs.

Lizama Gasca defended the increase in the ISN from 3% to 3.75%pointing out that it is necessary to finance the accelerated growth of the state in terms of infrastructure, mobility, security and public services.

During his intervention, the PAN members Álvaro Cetina and Itzel Falla They asked to question the Morena deputy to debate what benefits the employment tax brings, especially for people currently looking for work or a salary increase.

Lizama Gasca, however, evaded the debate and refused to answer the questionwhat the PAN members described as a violation of the principle of parliamentary deliberation that must prevail in a Congress: contrast ideas, argue and be accountable to the citizens.

The deputy Gaspar Quintal criticized the opacity, the lack of professionalism and the imposition with which the 2026 fiscal package was ruledpointing out that the decisions were made without a broad, transparent debate or that took into account the proposals of civil society.

Regarding economic measures, he expressed a “firm position” against the adjustments proposed in the Finance Law, including the increase in the Payroll Tax (ISN) from 3% to 3.75%, the increase in the Tax on Professional Practice from 2% to 3%, and the increase in the cost of procedures such as changing license plates and circulation cards.

As expected, Alejandro Cuevas vigorously defended the fiscal package, ensuring that his party will always speak the truth and that “there are no new taxes” or new burdens for the common citizen of Yucatán.

He criticized the opposition parties for their “short memory and shame,” accusing them of being “masters of disaster” and of having invented the payroll tax. He maintained that the modifications, such as the charge for digital transportation platforms, are not new, but rather they resume a 1.5% charge created in 2019 by the previous government (PAN).

He also justified the need for fiscal adjustments for the “cursed inheritance” left by the previous administration, especially contracts in public transport. And in the case of the ISN, he said that the people will not be charged, since the adjustment is due to the need to make the 900 largest companies co-responsible, which are the ones that have the capacity to contribute more.

The deputy emphasized that the only income that really grows is that related to employment. “The employment tax will increase by 730 million pesos. This tax represents 266% of the total increase in the State’s own income. Without this blow to those who generate and look for work, income does not grow: it collapses.”

The modification to the law of the Official Gazette of the Government of the State of Yucatán, the Law of Administrative Acts and Procedures of the State of Yucatán, the Civil Registry Law of the State of Yucatán and the Treasury Law of the State of Yucatán, as well as the modification of the Tax Code of the State of Yucatán.
