Fiscal Package 2026 in Yucatán: shouts, accusations and clash between benches in Congress

Shouts, applause, hissing, accusations, disqualifications and even refusals to answer questions overshadowed the positions of the benches in the extraordinary session of the State Congress which was held on Tuesday to discuss the Fiscal Package 2026 and that the same deputies described as historic.

As in the old days, the interruptions and calls to the public who attended the session to maintain order were repeated for more than four hours that the assembly lasted, and in which Álvaro Cetina Puerto (PAN) and Javier Osante Solís (MC), who criticized the government of Joaquin Diaz Menawere interrupted several times by the audience.

Donation of land in Ucú

Tempers began to heat up with the discussion of the ruling that authorized the state government to donation of a 50 hectare land in Ucú, for the construction of social housing.

The panist Roger Torres Peniche and the brunette María Esther Magadan Alonzo They asked for the use of their voice to speak against and in favor, respectively, of the aforementioned ruling, which, finally, was approved by majority vote.

In his speech, Torres Peniche accused the government of trying to donate land that is not its own, since they are part of the workers’ pension fund.

But, could it be that the representatives of the Isstey teachers, the representatives of the unions, who until a few days ago applauded here fervently, agree that they give away their assets? “, he pointed out.

When going up to the rostrum, Maria Esther Magadan explained that the housing program will be in charge of the National Institute of Sustainable Land and the National Commission for Social Housingl, who will launch a project to benefit Yucatecan families.

“Let us not be distracted by voices that try to confuse by saying that the assets of State workers are put at risk. That is completely false, but, like all of us who are here, we know that lying is the best thing the opposition knows how to do,” he said.

The deputy’s accusations did not stop there. “Today they come to say that donations related to the municipality of Ucú harm the institute (…) What they say today cannot be done, they did, since they are hypocrites. “They did violate the law and the property of the state of Yucatán,” he said, causing a commotion, for which the president of the board of directors had to ask for order in the room.

The exchanges continued with the discussion of the modification of the General Finance Law of the State of Yucatán and for which the morenista deputies asked for the microphone to speak in favor Naomi Penic López, Summer Small Gasca and Aljardro Cuevas Mena. To speak against they went up to the rostrum Itzel Falla Uribe (PAN), Larissa Acosta Escalante (MC) and Gaspar Quintal Parra (PRI).

Itzel Falla criticized that the proposal of the new Finance Law favors the “friends” of the 4T government while punishing citizens and those who support the economy. The representative accused the government of lying when creating a new tax, despite its public promises not to do so, and of approving it even though it was proven unconstitutional in the legislative commission.

In her turn, the deputy Naomi Peniche defended the tax reform, arguing that the opposition (the PAN) lies and ignores its own past of fiscal excesses. The legislator recalled that the Yucatan’s current debtsuperior a $9,000 million pesos, is the result of the overdraft of the Public Treasury by PAN governments, which, according to her, created and increased numerous tax burdens.

The Morenista affirmed that the current tax package has a “spirit of the Yucatecan people” whose objective is to reduce the burdens on those who support the economy and generate responsible income to strengthen programs social, health and safety. Regarding the increase in the payroll tax from 3% to 3.75%, the representative assured that this is an essential adjustment that is not passed on to the worker nor will it reduce their salary.

The deputy Larissa Acosta (MC) opposed the increase of 0.75 percentage points to Payroll Tax (ISN)arguing that this is not a progressive or left-wing measure, but rather a policy that, although it seems to go against the employer, ends up harming the worker.

He explained that, under the logic of capital, the businessman will seek to maintain the same level of income, and to achieve this, he will compensate for the additional cost of the tax either by raising consumer prices or by reducing the amount of the employee’s salary.

In his turn the morenista Samuel Lizama Gasca said that the fiscal package is a responsible and humane project, aligned with the Mayan Renaissance and the vision of social justice. And he highlighted the decrease in the Lodging Tax from 5% to 4.5% and the reduction in the Tax for Business Activity from 5% to 4.5%, which, he said, benefits more than 56,000 taxpayers, of which more than 90% are small family businesses, small stores and entrepreneurs.

Lizama Gasca defended the increase in the ISN from 3% to 3.75%pointing out that it is necessary to finance the accelerated growth of the state in terms of infrastructure, mobility, security and public services.

During his intervention, the PAN members Álvaro Cetina and Itzel Falla They asked to question the Morena deputy to debate what benefits the employment tax brings, especially for people currently looking for work or a salary increase.

Lizama Gasca, however, evaded the debate and refused to answer the questionwhat the PAN members described as a violation of the principle of parliamentary deliberation that must prevail in a Congress: contrast ideas, argue and be accountable to the citizens.

The deputy Gaspar Quintal criticized the opacity, the lack of professionalism and the imposition with which the 2026 fiscal package was ruledpointing out that the decisions were made without a broad, transparent debate or that took into account the proposals of civil society.

Regarding economic measures, he expressed a “firm position” against the adjustments proposed in the Finance Law, including the increase in the Payroll Tax (ISN) from 3% to 3.75%, the increase in the Tax on Professional Practice from 2% to 3%, and the increase in the cost of procedures such as changing license plates and circulation cards.

As expected, Alejandro Cuevas vigorously defended the fiscal package, ensuring that his party will always speak the truth and that “there are no new taxes” or new burdens for the common citizen of Yucatán.

He criticized the opposition parties for their “short memory and shame,” accusing them of being “masters of disaster” and of having invented the payroll tax. He maintained that the modifications, such as the charge for digital transportation platforms, are not new, but rather they resume a 1.5% charge created in 2019 by the previous government (PAN).

He also justified the need for fiscal adjustments for the “cursed inheritance” left by the previous administration, especially contracts in public transport. And in the case of the ISN, he said that the people will not be charged, since the adjustment is due to the need to make the 900 largest companies co-responsible, which are the ones that have the capacity to contribute more.

It was in the discussion of the Income Law of the State of Yucatán for Fiscal Year 2026 that the screams from the audience seemed to get out of control, especially, when they went up to stand Cetina Puerto and Osante Solís, that the president of the board of directors himself asked the audience in the stands to be respectful or a recess could be held.

In her speech, Cetina Puerto described the 2026 Fiscal Package as “historic budget of lies and new taxes”as it directly affects families, workers and productive sectors.

“They presume that Yucatán will have more resources in 2026 because the Federation sends 3,452 million pesos, an increase of 7.64%. But with inflation of 4.8%, real growth is only 2.84%. That is not historical growth: it is inflation in disguise,” he stated.

The deputy emphasized that the only income that really grows is that related to employment. “The employment tax will increase by 730 million pesos. This tax represents 266% of the total increase in the State’s own income. Without this blow to those who generate and look for work, income does not grow: it collapses.”

The modification to the law of the Official Gazette of the Government of the State of Yucatán, the Law of Administrative Acts and Procedures of the State of Yucatán, the Civil Registry Law of the State of Yucatán and the Treasury Law of the State of Yucatán, as well as the modification of the Tax Code of the State of Yucatán.

Just as the donation of five real estate assets from the state patrimony in favor of the Majority State Participation Company, Tren Maya.

The session also approved authorizing the government to contract a loan for the start of the second metropolitan peripheral ring, and the work on the State Center for the Autism Spectrum and the Wellbeing Poles, which also generated an angry exchange of ideas.
