Kimberly Patino, 32, told The Post in an exclusive phone interview that she was walking her dog in front of her home on Parsons Boulevard near 28th Avenue around 8:30 a.m. Friday when she spotted a man who “seemed out of place” tugging on car doors at a Mobil gas station across the street.
