The head of the Islamic Resistance Movement (Hamas) in Gaza, Khalil al-Hayya, said that an agreement had been reached with the Palestinian National Liberation Movement (Fatah) regarding the committee charged with managing the Gaza Strip and deploying international forces to separate and monitor the agreement to stop the war.

Khalil Al-Hayya confirmed – during the “The Interview” program – that it was also agreed with the Palestinian factions that the mission of the proposed international body would be to bring in funds for the reconstruction of the Gaza Strip and supervise the entire process, in addition to the necessity of issuing a UN resolution regarding international forces.

He stressed that Hamas has no reservations about any national figure residing in Gaza to manage the Strip, indicating that it will hand over all the reins of government to the Administrative Committee, including security.

He revealed that the movement had previously proposed to the Egyptians a list of more than 40 national names with no political affiliations, stressing that the movement would not interfere in the affairs of the committee and at the same time demanded that it be announced urgently.

According to Al-Hayya, the mission of this administrative committee ends with holding general elections or forming a Palestinian national consensus government, pointing out that Hamas wants to go to elections as a prelude to reunifying the national ranks, “as the people are one and want one authority and one government.”

As for the future of the agreement to stop the war, the senior Hamas leader confirmed that the American positions and statements confirm that the war is over, stressing that the Israeli occupation failed to achieve its goals during two full years of war.

He pointed out that Hamas would not give the occupation any pretext to resume the war, noting that the movement handed over 20 Israeli prisoners alive 72 hours after the war stopped, in addition to handing over 17 bodies of dead Israeli prisoners out of 28.

He also pointed out that there are difficulties in identifying the locations of some bodies due to the martyrdom of some of those who buried these dead prisoners.

According to Al-Hayya, there is an agreement for the entry of heavy equipment and machinery from the Egyptian side to search for the bodies of occupation prisoners in new places.

Meet Witkoff

Regarding the discussions with the American administration, the head of Hamas in Gaza said that he informed the American envoys Steve Witkoff and Jared Kushner during his meeting with them that the movement is an advocate of stability, and that President Donald Trump is the one capable of curbing the Israeli occupation.

He stressed that Hamas would not allow the war to return, but at the same time he did not rule out the occupation committing “disturbing matters such as obstructing the reconstruction process, opening the Rafah crossing, and others.”

As for the resistance weapons, Al-Hayya stressed that they are linked to the existence of the occupation and aggression, and that “this weapon will be transferred to the state if the occupation ends.”

The weapons issue is still under discussion with the factions and mediators, stressing that Hamas “will not take a position without the agreed-upon national position.”

On the humanitarian level, Al-Hayya expressed his conviction that Gaza needs “6,000 aid trucks daily, not just 600,” accusing the occupation of obstructing the entry of necessary materials “as if we were in the middle of a war.”

He warned that Israeli violations are disturbing Gazans and threatening the agreement, expressing his commitment to continuing to stop the war, bringing in aid, and immediately starting reconstruction.

He pointed out that during the war, the Gaza Strip provided more than 10% of its population as martyrs, wounded, prisoners, and missing persons.

On October 10, the agreement to stop the war in Gaza entered into force, according to the plan of US President Donald Trump, which, in addition to stopping the war, is based on a gradual withdrawal of the Israeli army, the mutual release of prisoners, and the immediate entry of aid into the Strip.

The war cessation agreement ended a genocide committed by Israel since October 8, 2023, which lasted for two years, resulting in the martyrdom of 68,519 Palestinians, the injury of 170,382 others, most of them children and women, and the destruction of 90% of civilian infrastructure.

Al-Hayya also touched on the reality in the West Bank, which is still under the influence of settlements, stressing the need to “put our national papers in order.”

He described the issue of prisoners as national par excellence, noting that the occupation is intransigent regarding many of the names of prominent prisoners, but “Hamas’s efforts continue to end the suffering of prisoners in the occupation prisons.”

He also said that the Israeli targeting of the Qatari capital, Doha, and the catastrophic and unprecedented failure in the history of Israel constituted a setback for the occupation.

On September 9, 2025, Israel targeted residential buildings in the Qatari capital in which leaders from the political bureau of the Hamas movement were located, resulting in martyrs falling.

The attack came at a time when a leading delegation of the movement headed by Khalil al-Hayya was holding a meeting to discuss a proposal by US President Donald Trump for a ceasefire in the Gaza Strip.
