Of this amount, 89 percent is concentrated in the federal entities and 11 percent corresponds to federal government entities.
That is, the states have 4,607 million pesos to clarify, with Veracruz topping the list, with 1,115 million pesos; Chiapas, with 678 million pesos; Hidalgo, with 603 million pesos; and Durango, with 416.6 million pesos.
In the case of Veracruz, one of the states most affected by the heavy rains of a few days ago, the exercise of 1,115.3 million pesos must be clarified, because it failed to comply with the Agreement on “Health Care for People without Social Security.”
In Chiapas, due to irregularities in public works contracts, late payments, payments to deceased people and lack of delivery of scholarship resources, the government has 678.5 million pesos to clarify, which is why a possible embezzlement from the treasury is presumed during the last year of Rutilio Escandón’s administration.
The resources that have not been resolved should have been allocated to public health programs, paying teachers, drinking water programs and public works.
