ASF detects irregularities in the Government of Veracruz

More than 35 percent of the alleged irregularities in state spending in 2024 were from health funds, the Superior Audit Office indicated.

Mexico City, October 23 (However).– The Superior Audit of the Federation (ASF) detected alleged irregularities in the use of federal resources during the last year of the Government of Cuitlahuac García in Veracruz by one thousand 115 million pesos (mdp). It is the entity that registered the highest figure of public resources to be clarified, in the second installment of the review to the Public Account of 2024.

Of that amount, one thousand 78 million pesos They correspond to resources assigned to public health programs in Veracruz, whose use was not proven.

The ASF detailed that in the case of 730 million of the Health Care and Free Medications Program for the Population without Social Labor Security for the fiscal year 2024 (Program U013 2024), there was “lack of supporting documentation that supports the delivery of the goods and services in accordance with the provisions of the procurement contracts.”

Regarding 99 million 484 thousand of the Contribution Fund for Health Services for fiscal year 2024 (FASSA 2024), the ASF also observed “lack of supporting documentation that supports the delivery of goods and services in accordance with the provisions of the procurement contracts.”

Same case of 93 million 455 thousand pesos from the Health Care Program for People without Social Security; and “excess payments and list of vaccinators whose employment relationship was not proven,” for 20 million 347 thousand pesos from the FASSA fund.

“The Government of the State of Veracruz of Ignacio de la Llave does not have an adequate internal control system that allows it to identify and address the risks that limit the fulfillment of the objectives of the resources of the Federalized Expenditure Transferred to the Federal Entity to be Exercised in Health Matters, the observance of its regulations and the orderly, efficient and transparent management of the resources, which influenced the irregularities determined in the audit,” it is stated. read in the ASF report.

“In conclusion, the Government of the State of Veracruz of Ignacio de la Llave did not carry out efficient and transparent management of the resources of the Federalized Expenditure Transferred to the Federal Entity to be Exercised in Health Matters 2024, in accordance with the regulations that regulate its exercise and the objectives and goals were not met,” the document states.

In total, the Audit recorded that the states have yet to clarify the use of federal resources for four thousand 606 million pesos.

“In the audits carried out on the Government of the State of Veracruz, the largest amount to be clarified was determined with 1,115.3 million pesos, which represented 24.2 percent of the total of that concept; Chiapas follows with 678.5 million pesos, 14.7 percent; Hidalgo with 603.8 million pesos, 13.1 percent, and Durango with 416.6 million pesos, 9.0 percent,” said the ASF.

“In Mexico City, Querétaro, Quintana Roo, Sinaloa and Zacatecas, no amounts were determined to be clarified,” he added.

Of the 1,591.2 million pesos pending clarification in federal health funds, the entities with the largest amounts were: “Veracruz, Morelos, Michoacán, Chiapas and Coahuila with 1,078 million pesos, 155.7 million pesos, 120.0 million pesos, 95.0 million pesos and 53.0 million pesos respectively.

“These entities, together, represented 94.4 percent of the total amount to be clarified, so it is essential that measures be implemented that strengthen the control of the management of health resources in order to achieve compliance with their goals and objectives,” noted the ASF.

In the audits of the second installment of the 2024 Public Account, in total the ASF detected an amount to be clarified of more than five thousand 100 million pesos, considering the expenditure made by federal agencies, and by states and municipalities.
