Cape Town drivers get a long-awaited change at licence centres

Learner’s licence tests in Cape Town are set to enter the digital era as the City begins rolling out a new Computerised Learner’s Licence Testing (CLLT) system across its Driving Licence Testing Centres.

The system, implemented in partnership with the Road Traffic Management Corporation and the Western Cape Government, will replace the current manual, booklet-based learner’s licence test with a fully digital process completed on touchscreen devices.

According to the City, installation has already been completed at four centres: Brackenfell, Elsies River, Joe Gqabi and Lingelethu West.

The system will officially go live at the Brackenfell and Elsies River DLTCs on Monday, 15 December 2025.

The City said launch dates for the remaining centres will be communicated at each facility as installations progress.

Mayoral Committee Member for Safety and Security, Alderman JP Smith, said the shift to a digital system was long overdue and could significantly improve efficiency at testing centres.

He added that the new system is expected to speed up test completion and results, and may help reduce wait times for appointments.

The CLLT rollout is being phased in, with all 18 of the City’s DLTCs expected to be operating on the new system by mid-February 2026.

The system includes fingerprint verification, touchscreen functionality, and support for all 11 official languages, as well as features for hearing-impaired applicants.

It is also designed to remain operational during power outages.

Learner’s licence test appointments can still be made at any of the City of Cape Town’s 18 Driving Licence Testing Centres.
