With Microsoft discontinuing support for Windows 10, the federal administration is faced with a significant challenge: switching to Windows 11. This change is not only technically demanding, but also involves considerable costs. But the responsible digital ministry appears unprepared. There is a lack of basic information about how many computers are affected and what costs the administration will incur.
Bundestag member Sascha H. Wagner from the Left Party asked the Federal Ministry of Finance how many federal administration computers still run Windows 10 and how the switch to Windows 11 should be financed. But there were no answers. The ministry stated that the information was not collected and that extensive surveys would be necessary to answer these questions.
A central problem is the lack of license management. Central license management for the federal government was already decided in 2019, which was intended to create transparency and bring economic benefits. But to date there is no central office that manages the license information of the ministries and authorities. This leads to inefficient software use and unnecessary costs. The Federal Audit Office repeatedly criticized the lack of transparency and the resulting over- or under-licensing.
The current situation shows that the federal administration urgently needs a strategy for switching to Windows 11. Without clear planning and efficient license management, there are not only high costs but also security risks. Without regular updates, systems are vulnerable to malware and other threats. It remains to be seen how the Digital Ministry will respond to these challenges and whether it will succeed in reducing its dependence on Microsoft products.
