Minors deprived of their liberty are a minority population, but they are admitted mainly for committing homicides and drug trafficking.

Mexico City. – In the population of people deprived of their liberty in the Mexico City Penitentiary System under the direction of Undersecretary Andrés Ponce, the number of adolescents in conflict increased, in addition to this year the number of minors who are in one of the prisons for committing serious crimes increased.
The Penitentiary System, which depends on the local Secretariat of Citizen Security (SSC), reported that in the last year the population of minors who are in one of the specialized centers was 203 young people, a figure that demonstrates the increase, since the portal of the Penitentiary System He indicated that until the 2023 statistics, there was a record of 113, however, the five “prisons”.
Unlike adults, minors They can carry out their process in confinement, the majority for serious crimes, in addition to the option of minors with crimes in extenuation, where a higher incidence of cases of sexual crimes and aggravated robbery are attended to.
Among the serious crimes, incidents of homicide, attempted homicide, drug trafficking and carrying a firearm are considered. The evolution of these crimes also had a greater increase during 2025, since due to homicide cases, in 2022, 2 minors were admitted, in 2023 they increased to 7, in 2024 to 11, but until August the figure already reached 12 minors.
Cases of drug trafficking also increased, since between 2021 and 2023, there was no record, but in 2024, 3 people entered specialized centers for minors and this year, 2025 until August, seven young people.
The specialized centers to care for minors in conflict with the law have the objective of rehabilitating adolescents through the Social Inclusion program, but in accordance with the Local Prosecutor’s Office (FGJ CDMX)there is an approximate 10 percent who reoffend in criminal behavior, mainly due to aggravated robbery.
