The VetIS and Saturn systems, which are responsible for tracking agricultural products and chemicals, were paralyzed, leading to delays in the issuance of electronic veterinary certificates.

A massive DDoS attack has hit Russia’s food authority Rosselkhoznadzor, significantly disrupting nationwide food distribution. The attackers disabled the VetIS and Saturn systems, which are responsible for tracking agricultural products and chemicals. These systems are crucial for issuing electronic veterinary certificates required for the transport of meat, milk and other animal products.
Rosselkhoznadzor, which operates under the Russian Ministry of Agriculture, stressed that no data breaches occurred. Companies such as Megafon, Rostelecom and Intelsk are working to mitigate the attack by filtering malicious traffic. The authority informed via Telegram that the attack began on October 22, 2025 and that the integrity or confidentiality of the data was not at risk.
The impact of the attack was far-reaching. Major dairies and baby food manufacturers reported hours of delays because they were unable to issue the required certificates. Some suppliers are now trying to reach agreements with retail chains to make deliveries without the electronic accompanying documents. The outages affected several retail chains, which are now trying to set up the Mercury system for emergency operation.
Although Rosselkhoznadzor denied reports of ongoing outages and said the Mercury system was functioning normally, it remains unclear whether the agency has fully restored the affected systems. This is the fourth attack on the Mercury system in 2025. An incident in June forced dairy producers to resort to paper certificates, significantly disrupting supply chains. Uncertainty about regulatory requirements exacerbated confusion among suppliers.
So far no one has claimed responsibility for the attack. The repeated attacks on the Mercury system raise questions about cybersecurity and the resilience of critical infrastructure in Russia. Experts are calling for increased measures to secure such systems to prevent future disruptions.
