Digital Ministry receives veto power for federal IT projects

POTSDAM / LONDON (IT BOLTWISE) – The Federal Digital Ministry now has the authority to manage IT projects of other ministries. This decision is intended to increase the efficiency of federal IT and avoid duplication of developments. However, there are exceptions for areas such as military and security.

The Federal Digital Ministry recently received extensive powers to manage the IT projects of other ministries. This decision was made in cooperation with the Federal Chancellery and the Federal Ministry of Finance. Digital Minister Karsten Wildberger emphasized that the IT consent requirement is a strong instrument to increase the efficiency of federal IT. The aim is to coordinate investments with overarching strategies, standards and architectures in order to avoid duplicate developments and increase the state’s ability to act.

Projects that fulfill similar functions should be merged or placed on common platforms. This is part of the modernization agenda that aims to make the federal administration more efficient. The reservation of approval stipulates that the Digital Ministry should decide on all essential IT expenditure of the direct federal administration. The respective departments are only allowed to spend the money with the approval of the Digital Ministry.

However, there are exceptions: The reservation of consent does not apply to certain areas such as the military, security and police tasks, secret services and tax administration. This regulation is based on the British government’s “Spend Controls”, which are internationally recognized as one of the strictest and most effective systems for controlling public IT spending.

The new regulation in Germany applies to essential IT expenses of the direct federal administration. These include projects on information and digitalization technologies with a volume of at least 500,000 euros in the financial year or at least three million euros per project in total. Co-determination rights also apply to strategic tasks such as strengthening cybersecurity. The Digital Ministry also has the right to veto the introduction or use of technologies of significant impact such as artificial intelligence and digitalization programs of the federal administration.
