But, despite these positive effects, Cátia Batista emphasizes that Portugal still does not know how to integrate those who arrive well. Lengthy regularization processes, difficulties in recognizing qualifications and a lack of systematic Portuguese teaching prevent thousands of people from realizing their potential. The country, he argues, loses more through administrative inefficiency than through excessive immigration. And he adds that the best naturalization policies are those that combine demands with speed, guaranteeing stability and encouraging civic participation.
