During his appearance before the Energy Commission of the Chamber of Deputiesthe general director of the Federal Electricity Commission (CFE), Emilia Esther Calleja Alorhighlighted the achievements achieved after the constitutional reform that regained stewardship of the energy sector for the State.
Within the framework of the First Government Report of President Claudia Sheinbaum Pardo, Calleja recognized the role of the Legislative Branch in the modification of articles 25, 27 and 28 of the Constitutionwhich made it possible to reverse the 2013 reforms and strengthen Pemex and CFE as public companies.
“In these laws approved by you at the initiative of our President Claudia Sheinbaum Pardo, is the strengthening of the new energy model, where sovereignty, which guarantees strategic resources, is in the hands of the people,” stated the head of the CFE.
The official highlighted that the new legal structure has strengthened the company’s financial performance and that by the second quarter of 2025, CFE income totaled 340 billion pesoswith a net result of 68,691 million, driven by higher sales of energy and fuels.
In terms of infrastructure, the CFE will close 2025 with four new generation plants and the modernization of three hydroelectric plantswhich together provide more than 1,700 MW, enough to supply more than 10 million homes. Among the notable projects are the combined cycle plants Salamanca I (Guanajuato), Villa de Reyes (San Luis Potosí), Mérida IV (Yucatán) and Sauz II, the latter inaugurated in September with a capacity of 256 MW.
Thanks to the recovery of the sector’s leadership, the country achieved operating reserve margins of over 14% during the period of greatest electricity demand.
The Plan for Strengthening and Expansion of the National Electrical System 2025-2030coordinated by the Ministry of Energy, foresees the addition of 22 thousand MW through 51 public projects —40 of them new plants—, which will allow the national generation capacity to be raised to almost 77 thousand MW by 2030, with clean energy representing up to 38% of the matrix.
In distribution, The CFE has invested 22 billion pesos during 2025, with the construction and expansion of substations and network reinforcement works. In telecommunications, 1,380 new towers have been installed and more than 7,600 km of fiber optics have been deployed, expanding free internet access in more than 102 thousand public points.

As part of the Justice Plan for Indigenous Peoples, More than 11 thousand electrification works have been carried out that benefit 700 thousand peoplewith national electricity coverage that already reaches 99.73%.
Calleja also recognized the work of the electrical personnel in the face of natural phenomena such as Hurricane Erick and Storm Barry, whose damages were addressed quickly thanks to coordination with the three levels of government.
“Today we thank you for the legislative changes that allowed this new moment and also We want to recognize the effort and initiative of the President of Mexico to return the public vocation to this new company, to the Federal Electricity Commission, which once again belonged to everyone.”concluded Emilia Calleja in her speech.
