“On October 22, an arrest warrant was executed on the accused person in detention, by the Special Unit for the Investigation of the Maxiprocess, based on which his probable responsibility for events that occurred in the period 2016-2022 was investigated, in which he illegally established contracts on movable property administered by the Executive Branch of the State of Hidalgo, by selling three helicopters without prior appraisal,” explained the Hidalgo Attorney General’s Office. in a statement.
The former senior officer – who remained in the position throughout the Fayad Government, from 2016 to 2022 – was placed at the disposal of a control judge, who dictated this Monday an order linking the process and established a period of six months for the closure of the complementary investigation. Former senior officer is also prosecuted for diversion of resources
Last Saturday, agents of the Public Ministry of the PGJEH obtained the connection to proceedings for the former senior officer of Fayad, but in that case “for acts that the law sanctions as aggravated embezzlement.”
This is a case in which elements of the Criminal Investigation Agency of the Hidalgo Attorney General’s Office executed an arrest warrant that resulted from the investigation of 116 million pesos that were supposedly diverted.
“The events attributed to the former state official occurred on April 30, 2021, the date on which as a senior official in the state administration that covered the period 2016-2022, Vega Orozco requested extraordinary resources for 60 million pesos for the renewal of a catastrophic insurance policy,” the authorities detailed.
According to the PGJEH, the defendant entered into contract number 303/2021 with Grupo Mexicano de Seguros SA de CV, but between August 21 and 22, 2021, the entity was affected by the effects of Hurricane “Grace”, so the insurance was used and the aforementioned company made the payment of 116 million 062 thousand pesos to repair the damage.

However, the accusation points out, “there is no evidence that said economic resource entered the Government of Hidalgo, since it was deposited in a bank account of the company Logcom Trading Company SA de CV.”
In this case, the control judge imposed preventive detention as a precautionary measure and established a period of six months for the closure of the complementary investigation.
Former Fayad official in Hidalgo had already been convicted
In mid-July, the PGJEH obtained a conviction of 12 years in prison for the former senior officer of Fayad, for the crime of aggravated embezzlement, to the detriment of the public administration.
The authorities point him out for having signed a contract with the company REMACO for the amount of 18 million 249 thousand 070 pesos, for the acquisition of antiseptic surgical cream. “Based on the investigations of this social representation, it was determined that the now sentenced person diverted economic resources that affected the finances of the public administration,” the authorities noted.
In addition, a financial fine was imposed on him to compensate for damage in the amount of 14 million 820 thousand 904 pesos and his political rights were suspended.
