Fnam accuses the ministry of not “respecting constitutional and labor principles that govern the SNS”

Joana Bordalo e Sá states that the diploma on regional emergencies, which should come into force first in the Setúbal Peninsula, in the area of ​​Gynecology-Obstetrics, in January 2026, maintains “forced mobility”, treating “emergency work, which is one of the most painful in medical activity, as if it were a mere trip, like to a congress”, but, she emphasizes, “the What’s more serious is that it puts an end to close-knit care for populations.”

The union leader also warns of another fact: “The project starts in the area of ​​Obstetrics, but what is planned is to expand to other medical areas and to other regions. We could have the interior of the country without local care.”

According to Fnam, the diplomas presented “weaken the SNSreplacing planning with improvisation and legality with order”, “put specialized medical training at risk and clinical safety” and “disrespect doctors e they betray the population’s right to local public health.” The union organization demands “full disclosure of the diplomas under discussion; the immediate suspension of any implementation until the conclusion of a true negotiation; respect for the constitutional and labor principles that govern the SNS”.

It should be remembered that the Independent Doctors’ Union (SIM), in a statement released last week, also considered the diploma relating to regional emergencies “a blank check passed to the Executive Management of the SNS, without consent and without adequate compensation for professionals”. However, with regard to the CEDs, he recognized that their creation “can constitute a useful instrument, if the identified gaps are corrected”.

DN contacted SIM this Tuesday to find out if any further meetings had been held with the guardianship after the 24th, but received no response.

The diplomas were approved at the last CM meeting, on October 22, and have not yet been published in the Official Gazette.
