Government delivers the last reprogramming of the PRR to Brussels tomorrow

The Minister of Economy and Territorial Cohesion, Castro Almeida, announced this Thursday, in Parliament, that the Government will deliver the latest proposal to adjust the Recovery and Resilience Plan (PRR) tomorrow in Brussels.

During the parliamentary hearing within the scope of the State Budget for 2026, the government official highlighted the fact that this is a “particularly important week for European funds”, as the reprogramming of Portugal 2030 was also completed on Monday.

“Tomorrow, which is the last day of the week and month, we will present the readjustment proposal, the review of the PRR, which will be our last opportunity to make the adjustments”, stated the minister who oversees the money coming from the European Union.

According to Castro Almeida, the PRR review process aims to adapt appropriations and investments “based on the administration’s execution capacity”, without changing the planned reforms.

“When we saw that an investment was impossible to execute within the deadline, we reduced it; in other cases, we changed goals or increased ambition”, he explained.

The minister took the opportunity to defend that the PRR “is not late”, highlighting that the Government has brought forward targets for the next payment request to Brussels: “If you need further proof of this, in this reprogramming we have brought forward ten targets from the ninth payment request to the eighth, which will be presented now.”

Regarding Portugal 2030, Manuel Castro Almeida highlighted that the reprogramming proposal was presented at the beginning of the week, with the aim of adjusting the program to the new priorities of the European Commission and the “internal” needs of the Government.

The government official acknowledged, however, the difficulties in complying with the “N+3” rule, due to the delay of more than a year and a half in starting the financing framework.

This rule requires that the funds be spent within a maximum of three years after their entry into the community budget – otherwise, the unused amount is lost. “It is difficult to comply, but I am convinced that we will achieve it, despite the difficulties that still exist in some operational programs”, he concluded.
