Harfuch creates elite agents against high-impact crimes

The elite corps of agents will have functions such as planning and executing intelligence actions, investigation and operational tactical strategies for the identification and capture of generators of violence.

Mexico City, December 2 (However).- The head of the Ministry of Security and Citizen Protection (SSPC), Omar García Harfuchformalized on Monday the creation of a elite agent corps who will be in charge of investigating and pursuing high impact crimeswhose powers will be the responsibility of the National Strategic Operations Unit (Uno), attached to the Undersecretary of Intelligence and Police Investigation (SIIP).

“The person responsible for the body of agents, indicated in the previous paragraph, will be the head of the National Strategic Operations Unit (UNOE), directly attached to the SIIP. In addition, he will be in charge of coordinating the work, functions and organization of the body of agents, without prejudice to the powers and functions that correspond to him, in accordance with the needs of the strategic operations service,” states the agreement published in the Official Gazette of the Federation (DOF).

UNOE agents will have functions such as planning and executing intelligence actions, investigation and operational tactical strategies for the identification and capture of generators of violence, as well as establishing procedures to address potential incidents that put the safety of people, property and the environment at risk.

What was published in the DOF also indicates that this new group of elements will be in charge of determining the mechanisms aimed at accompaniment, prevention and reaction to emergencies that require the protection of public servants who are prone to attacks or criminal acts, and also of implementing training schemes and specialized training in joint tasks and special operations, in coordination with other security institutions.

In addition to the above, the elite body of agents created by García Harfuch will carry out actions to implement collaboration mechanisms with the investigation areas of the Secretariat, the public security institutions of the three levels of government and the competent bodies at the international level. In addition, it will be in charge of guaranteeing attention to priority objectives and complying with ministerial and judicial orders.

The SSPC justified the decision, pointing out that the measure is “to ensure the best organization of work and expedite the dispatch of matters that are the responsibility of this Secretariat”, which is based on the provisions of articles 21, first and ninth paragraphs, and 90, first paragraph of the Political Constitution of the United Mexican States (CPEUM).

In this sense, it was noted that the head of the UNOE who will be in charge of this group will be in charge of coordinating the work, functions and organization of the body of agents, “without prejudice to the powers and functions that correspond to him, in accordance with the needs of the service of the strategic operations that he determines, for which he will issue the guidelines for specific functions.”

Finally, it was specified that the agreement will come into force the day after its publication in the Official Gazette of the Federation. That is, December 2, 2025.
