As part of the investigations carried out by the Secretary of the Navy (Semar) in relation to the operations of huachicol prosecutor, includes that of the law firm Clyde & Co, which has for years represented foreign shipping companies that carry out cabotage in Mexico.
The most famous case is that of the American company Hornbeck Offshore Services (HOS), which is now preparing to work with Woodside Energy and Pemex in the Trion deepwater field off the coast of Tamaulipas.
It should be remembered that these companies have obtained advantages over national shipping companies by violating both the law of maritime navigation and commerce and foreign investment by carrying out cabotage operations in national waters, an activity that is exclusive to Mexican shipping companies.
For several years their lawyers put pressure on judges and magistrates to defend the operation of these companies in our country. For the National Maritime Public Registry, it is essential to eradicate these structures that have been accredited and that were the reason for withdrawing the registration of Hornbeck Offshore Services in 2023, however, it was able to continue operating through an injunction that remains in litigation.
The new investigations by Semar into the legal representatives of these companies have raised alerts in Pemex of Víctor Rodríguez Padilla and of course the Australian Woodside Energy, who would have to explain to shareholders and investors the decision to work with these shipping companies.
