Why did the Netherlands take the top spot?
The Netherlands secured the No. 1 position in Berkshire Hathaway’s 2025 global safety ranking, surpassing Iceland, which held the title last year. The travel insurer credited the country’s “peace-loving” culture, excellent healthcare system, and welcoming attitude toward women, LGBTQIA+ travelers, and travelers of color, as per a report by Travel + Leisure.
“We’re seeing a shift in how travelers define ‘safe,’” a Berkshire Hathaway spokesperson told Travel + Leisure. “It’s not just about crime rates anymore, people are also considering healthcare access, climate stability and inclusivity. Survey respondents felt the Netherlands excels across all those verticals, which is why it’s resonating so strongly with travelers heading into 2026.”
The only real hazard travelers might face in the Netherlands? Fast-moving bicycles. In cities like Amsterdam, dodging cyclists can be more of a challenge than avoiding crime, as per a report by Travel + Leisure.

The other top-ranking countries
Australia came in second, praised for its strong healthcare measures and low terrorism risks. Austria followed in third place, making a surprise debut after not appearing on the list last year. Iceland, which slipped to fourth, still retained its title as the world’s most peaceful country. Canada rounded out the top five. Other countries that made the top 15 include New Zealand, the UAE, Switzerland, Japan, Ireland, Belgium, Portugal, France, the United Kingdom, and Denmark.
How was the safety ranking determined?
Berkshire Hathaway surveyed more than 1,800 American travelers about their international experiences over the past five years. Participants rated countries on factors such as terrorism, weather emergencies, healthcare, and the safety of underrepresented groups, as per a report by Travel + Leisure.
The company also analyzed safety data to assess which destinations offered the most secure travel environments.
