MEXICO CITY.— The First United Commissions of Finance and Legislative Studies of the Senate of the Republic approved in general and in particular, no changeshe 2026 Income Package sent by the Chamber of Deputies.
With this decision, the legislators endorsed the minutes that include the Ley of Income of the Federationhe Federal Tax Codethe Federal Law of Rights and the Law of the Special Tax on Production and Services (IEPS) of the next fiscal year.
The package will be transferred to Senate Plenary for discussion and final vote with the reserved articles that will be presented by the different parliamentary groups.
Votes against the fiscal package
During the session, senators from PRI, PAN and Citizen Movement they voted against of the opinions when considering that the tax package is based on “unrealistic economic assumptions” and implies a tax increase which will mainly affect the lower income households. They also criticized the lack of clear mechanisms to allocate government resources IEPS to health programs related to the consumption of sugary drinks.
The president of the Finance Commission, Miguel Ángel Yunes Márquezstated that total revenue will reach 10.1 billion pesosof which 5.8 billion will be taxes, equivalent to 15% of GDP, “the highest level in history”he highlighted.
He added that the changes to the IEPS “reinforce its role as a public health tool” and that the modifications to the Tax Code “They strengthen the fight against evasion and guarantee tax equity.”
He Senator Luis Donaldo Colosio Riojas (MC) described the measures as “a desperate cry for more income”while Cristina Ruiz (PRI) accused that the collection seeks cover “cost overruns and detours” in works such as the Mayan Train.
