The discussion about the planned special fund worth billions to modernize the German infrastructure has reached a new dimension. Holger Lösch, deputy general manager of the Federation of German Industries (BDI), expressed concern about the possible impact on investment activity. He fears that the government will simply reallocate existing budget resources instead of substantially increasing them, which could lead to misleading.
The grand coalition of the CDU and SPD has promised to implement all infrastructure projects in the country that are ready for construction. Lösch emphasizes that this promise must be anchored in the federal budget to ensure implementation. He calls on the federal states to effectively use the resources of the special fund in combination with existing state funds to generate additional investments for the modernization of critical infrastructure.
At the same time, the two-day transport ministers’ conference is taking place in Straubing, at which the controversial special fund is a central topic of discussion. A debt-financed package worth a total of 500 billion euros, which is intended to benefit both infrastructure and climate protection, was recently approved. Of this, 100 billion euros should flow directly to the federal states.
However, critics express concerns that funds are being moved from the core budget to special funds, while the core budget funds are primarily used to implement expensive election promises. The coalition’s latest decision provides for the implementation of all projects ready for construction in order to close the financing gaps in the expansion of road and rail routes. As part of this, an additional three billion euros are earmarked specifically for the expansion of motorways and federal highways.
Despite these initiatives, significant challenges remain, particularly with regard to a multi-billion dollar funding gap for the construction of new railway lines. Finance Minister Lars Klingbeil has already pointed out this problem and announced record investments in this context, while calling for the prioritization of projects in order to overcome the investment backlog and promote the modernization of the infrastructure.
