On the same note, SIM considers it positive that the diploma included a “formal definition of regional urgency, legally framing existing regional emergencies and the creation of new ones; with apparent applicability to the entire country and to all specialties; and the possibility of adapting responses to the resources available in each region”. However, it lists more negative points, highlighting that there are “legal standards that conflict with the Collective Labor Agreement in force since July and signed with the current Ministry of Health”.

On the other hand, it criticizes “the lack of definition of the maximum distance between the place of origin of work and the destination hospital, allowing unlimited travel; the lack of specific incentives for providing work outside the usual unit, limiting itself to mentioning cost and transport allowances, already provided for in any trip in the Public Administration”.

SIM also criticizes the fact that in the excerpt sent “procedures are not foreseen for situations of saturation of hospitalization or the delivery block, despite the fact that the hospitals that accommodate regional emergencies are not sized for the population that will now respond”.

In other words, it states, “in view of the legal insufficiencies, the lack of incentives and the lack of guarantee of complete teams, SIM rejects the presented components of this diploma and considers that, with the current wording, it will not achieve the objectives expected by the Government”.

In relation to the diploma on High Performance Centers for Gynecology-Obstetrics, the SIM recognizes that this is one of the “most needy areas of the NHS”, which “requires an effective appreciation of professionals and working conditions that guarantee the continuity of the care response”. And, despite only an excerpt of the diploma being sent, the structure considers that the measure contained in the diploma “has the potential to contribute to this appreciation”, but lacks clarification and hierarchical coherence, as well as greater ambition in training terms.

Remember that the negotiating round between the ministry and unions resumes this Friday, the 24th, the day on which the other trade union structure, the National Federation of Doctors (Fnam), declared a national strike.
