Under the state of emergency, the armed forces may support the police in regaining territorial control and carrying out actions against organized crime. Some fundamental rights, such as freedom of assembly and movement, may be subject to restrictions.
Álvarez added that the interim president, José Jerí, instructed the Executive to prepare a package of measures as quickly as possible and that, when these are readywill make an official announcement. “No one here is covering up for anyone, no one is going to try to take insubstantial measures”, stated the minister, who “does not rule out” imposing a mandatory curfew in the region of 10 million inhabitants that surrounds Lima.
