The Federal Attorney for Environmental Protection (Profepa) carried out four closures in Santa Maria HuatulcoOaxaca, upon detecting the carrying out of works and activities without having the corresponding authorizations regarding environmental impact and land use change in forest lands, affecting low and medium deciduous forest ecosystems inside and outside a Protected Natural Area.
The first closure was carried out on the project “Paradise Cove Condo Hotel”located in the Municipal Agency of Bahía de Santa Cruz Huatulco, run by the company Dream Houses Huatulco.
During a visit of inspection carried out June 12 and 13, 2025Profepa personnel verified that the development did not comply with the terms and conditions of the environmental impact authorization granted by the Secretariat of Environment and Natural Resources (Semarnat) on December 2, 2022, in addition to not having authorization to change land use on forest lands before starting the works.

The activities detected affected an area of 3.7 hectares of low deciduous forestin which the vegetation was cleared and the land was prepared for real estate construction. Due to these irregularities, Profepa inspectors imposed as a security measure the temporary total closure on October 24on a total area of 5.2 hectares where the development is located.

Operational in Huatulco II
In parallel, October 21 to 23, 2025Profepa led a forestry operation in it Protected Natural Area Huatulco II National Parkin coordination with the National Guard, the Secretariat of National Defense and the Oaxaca State Police, derived from citizen complaints and publications on social networks that warned about invasions, subdivision and removal of vegetation on forest lands.
During the operation, three temporary total closures were carried out at different points of the Huatulco II National Park:
- In it Sector “J” An area of 0.77 hectares was affected by the clearing and formation of embankments for subdivision and temporary housing.
- Likewise, in the same Sector “J” An additional impact was found on 6.87 hectares of medium-sized deciduous forest vegetation, for the purposes of subdivision and establishment of provisional rustic homes.
- In it Sector “K”the change in land use was confirmed in 0.64 hectares, with the same purposes.

On a property located on the road to Playa Riscalillo The total removal of low deciduous forest vegetation was detected in an area of 0.65 hectares for the extraction of stone materials.
In all cases, Profepa carried out the temporary total closure measure, based on the article 170section I, of the General Law of Ecological Balance and Environmental Protectionto avoid further damage to forest ecosystems and the environmental balance of the area.
The Attorney General’s Office assured that “it will continue with the corresponding administrative procedures and will collaborate with the Attorney General’s Office in the expert reports and actions derived from the corresponding investigation folders.”
Likewise, surveillance will be maintained in the area, to ensure the compliance with environmental legislation and protect the coastal and forest ecosystems of Oaxaca.
