Mexico City.- Ricardo Salinas Pliego owes 74 billion pesos in taxes.
Beyond a debt, it is a national budget in business mode. This is the amount that the tycoon Ricardo Salinas Pliego owes to Tax Administration Service (SAT)according to judicial resolutions accumulated during more than 16 years of litigation.

The federal government maintains that it is a legitimate debt for unpaid taxes, while the tycoon claims that covering it would imply the bankruptcy of his business group. An inevitable question arises from the issue of national relevance: what could the Mexican State finance with that amount of money?

The amount owed is equivalent, for example, to 8.7% of the annual budget allocated to Welfare programs during the president’s first year in office. Claudia Sheinbaumwhich amounts to 850 billion pesos. In practical terms, recovering that money would mean injecting sufficient resources to expand or sustain millions of social supports that today represent the basis of the country’s new social pact.

If he SAT If this debt were to be collected, the Women’s Welfare Pensions could be financed for more than four years, which provide 3 thousand pesos every two months to women aged 63 and 64. With the 74 billion pesos, the government could cover 24.6 million individual supports, benefiting 3 million women for an entire six-year term.

In the case of the Pension for Seniors, whose bimonthly amount amounts to 6 thousand pesos, 12.3 million supports could be delivered, enough to guarantee a full year of pension to 6 million people over 65 years of age.

For the Pension program for People with Permanent Disabilities, which grants 2,950 pesos every two months, 25 million supports could be financed, which would cover more than two years of aid for one million beneficiaries.

In the educational field, the debt of Salinas Pliego represents gigantic potential. With 74 billion pesos, 84.5 million Benito Juárez scholarships (for basic and upper secondary education) could be delivered, which would be equivalent to a full year of support for more than 7 million students in vulnerable situations. And for university education, the Young People Writing the Future program – which provides 2,575 pesos per month – could be extended to 2.3 million university students for an entire year.

In labor matters, the amount would be enough to support Young People Building the Future with 9.7 million job scholarships, equivalent to one year of support for more than 800 thousand young people without employment or studies, strengthening the strategy against informality and educational dropouts.

In support of working mothers, the program that provides 1,600 pesos per month per child could finance 46.2 million subsidies, benefiting 3.8 million single mothers for one year.
And in the countryside, Sembrando Vida, which grants 6 thousand pesos per month to rural producers, could reach more than one million farmers for a full year, reactivating local agri-food production.

If the money were allocated to the Production for Wellbeing program, whose support varies between 1,600 and 7,000 pesos annually, up to 17 million small farmers could receive a direct economic boost.

The figure is also enough to transform the physical educational system: the La Escuela es Nuestra program, which provides between 200,000 and 600,000 pesos per school for maintenance and equipment, could finance between 123,000 and 370,000 schools throughout the country.

And if it were allocated to emergency care, with an average of 35 thousand pesos per affected family, 2.1 million supports could be delivered to households affected by natural disasters, rebuilding homes, roads and basic services in marginalized areas.

To further measure the impact, just compare it with infrastructure projects. With 74 billion pesos, between 16 and 21 Cablebús lines could be built, each with 9 to 12 kilometers in length. This would mean connecting practically all the municipalities of Mexico City, expanding the network to municipalities in the State of Mexico such as Ecatepec or Nezahualcóyotl.

The system could move more than 1.2 million people daily, reducing travel times, polluting emissions and territorial inequalities.

In terms of health, this amount would finance 2.9 million cataract surgeries or 200,000 cancer treatments, including complex leukemia therapies. It would also be enough to cover the basic monthly basket of 87 million families, guaranteeing decent food for half a year for the entire Mexican population.
