Air traffic in Germany is facing a challenge: While the number of seats available in the winter flight schedule is increasing by 6 percent compared to the previous year, it remains behind expectations at 87 percent of the 2019 volume. In contrast, European air traffic is recording growth of 7 percent, even exceeding pre-pandemic levels. This discrepancy raises questions about the competitiveness of German air transport.
A key factor for the slow growth in Germany is the increased state location costs. Since 2019, air traffic control and security fees as well as aviation tax have more than doubled. According to the Federal Association of the German Aviation Industry (BDL), these costs are the highest in Europe. International airlines therefore prefer to base their aircraft at locations with lower boarding costs.
The effects of this development are clearly noticeable: numerous domestic German flights and direct connections from small and medium-sized airports to other European countries have been canceled. Airlines and airports are therefore campaigning for a reduction in air traffic taxes and against further increases in fees. The federal government has announced relief, but has not implemented it in the 2026 budget.
The future of German air transport depends largely on political decisions. If the fees continue to rise, this could further weaken Germany’s competitiveness in international air transport. Experts are therefore calling for a strategic realignment in order to make Germany more attractive as a location and not to lose touch with European competition.
