Following up on the progress in the investigation of the accident that occurred at the Waldo’s branch in the Center of Hermosillo, made known to the public last Monday, November 24, the Attorney General’s Office of the State of Sonora reports the following:
In the scope of the work focused on establishing, based on scientific evidence, the mechanics of the events and circumstances that caused the known accident, various expert opinions have been completed and delivered to the investigating Public Prosecutor’s Office establishing the root cause of the accident.
Likewise, the chromatographic analysis carried out on the fluid used as the transformer coolant is integrated into the file, in order to detect and diagnose the gases dissolved in said material, a study that was carried out by a specialized laboratory in the State of Mexico, which on November 26 was already delivered to this Attorney General’s Office of the State of Sonora.
In this context, we are only waiting for the expert opinion that must be rendered by the Mexican College of Professionals in Risk Management and Civil Protection AC.

So that once the last of the aforementioned opinions is available, we proceed to methodologically analyze and contrast all of them, which will allow us to determine the origin, causes and conditions that generated the events being investigated.
Likewise, as already reported, more than a dozen individuals linked to the operation of the commercial establishment have been interviewed and declared, in addition to the fact that various information has already been collected by the Public Ministry consisting of 23 documents of a legal and regulatory nature such as: Articles of Incorporation of the company, Opinion of the Devices of the Fire and Civil Protection System, of course, of the damaged branch, plans of the property and other documents of vital importance.
In that same sense, various public servants and former public servants from the three levels of government have been interviewed and declared that at the same time as their management the damaged branch was in operation, in addition, four of these former public servants who had not been located were already required to give their statement to the agent of the Public Ministry, and to whom more will also be added in the coming days.
Derived from these works, among the most relevant findings to date, the use of apocryphal documentation has been identified, as well as a particular document that was used to carry out official procedures, and whose content does not coincide with reality.

We are aware and deeply concerned about achieving in the shortest possible time the results that will allow us to successfully conclude this investigation, and we are aware of the claim and social demand to deepen this investigation in the shortest possible time. However, the magnitude of the event, the losses caused and the damage suffered by the direct and indirect victims, force us to act carefully, decisively and using the necessary science and techniques that allow this investigative body to reach a forceful conclusion that supports the rigor of the analysis that, without a doubt, will be carried out. by the courts, by those who were involved and, of course, by society in general.
We want to be emphatic that since the tragedy occurred, the institution of the Public Ministry of Sonora and its auxiliaries have not stopped acting for a single day in the investigation of the incident, in order to determine at the appropriate procedural moment what is appropriate according to law, but always under the principles of:
Exhaustiveness: In order to thoroughly analyze all the test data available to the authority, which means that no controversial point or existing edge is not omitted for the clarification of the fact investigated, but that all appropriate actions will be exhausted and no one, no one, can be oblivious to the requirements of the authority, which is why even personnel from this Prosecutor’s Office have been deployed in various entities, such as Chihuahua, Mexico City, Nuevo León, State of Mexico and Baja California, in order to to carry out various procedures in coordination with different authorities.

That of legality: Which implies respect for due process, so that all action carried out during the investigation is strictly framed within the limits of the law with respect to human rights, guaranteeing that the result obtained from the investigation is objective, so that tomorrow there is no attempt to invoke partiality and it can also stand on its own legally before the courts.
And Comprehensiveness, which implies that the development of the investigation will be complete, and all conduct will be analyzed, before, during and after the tragedy occurred, analyzing the conditions that gave rise to it, and considering the scientific, technical and legal aspects, in such a way that from a multidisciplinary and coordinated point of view, an institutional and professional response is given to guarantee the victims and the society of Sonora their right of access to truth and justice.
