State Department Issues 9 New Travel Warning Updates in October

The U.S. State Department issues travel advisories with different risk levels that warn U.S. travelers of the dangers of journeying abroad.

Periodically, the State Department issues updates to its advisories. Sometimes the updates are minor, but sometimes they involve significant risk elevations. In October 2025, the State Department issued nine new travel warning updates.

Travel warnings were updated for Bhutan, Sudan, Ecuador, Romania, Sri Lanka, Bulgaria, Croatia, Equatorial Guinea, and the Maldives.

Bhutan Travel Warning

Bhutan’s travel advisory is the lowest. On October 20, the State Department gave Bhutan a level one risk assessment, which means “exercise normal precautions.”

Sudan Travel Warning

Sudan was given a level 4 warning, which means, “Level 4: Do not travel.”

A health risk indicator was added to the current warning. “Medical services in Sudan are extremely limited. Adequate medical treatment for routine and emergency procedures is often not available,” the State Department advises. “Even minor health issues could require medical evacuation at the traveler’s expense. Make sure you have medical or travel insurance that includes medical evacuation.”

Ecuador Travel Warning

Ecuador is at a Level 2, which indicates exercise increased caution. “Exercise increased caution in Ecuador due to risk of crime, terrorism, unrest, and kidnapping. Some areas have increased risk,” the advisory, issued on October 14, says.

“The ‘terrorism’ risk indicator was added.  Advisory summary was updated,” the State Department wrote. “There is risk of terrorist violence, including terrorist attacks and other activity in Ecuador.”

Romania Travel Warning

Romania is at a level 1. “Exercise normal precautions in Romania,” the alert says. The advisory summary was updated on October 14. “Romania has moderate seismic activity and a history of strong earthquakes. Bucharest faces the highest risk,” the advisory says.

Sri Lanka Travel Warning

Sri Lanka is at a level 2 for exercise increased caution. “Exercise increased caution in Sri Lanka due to civil unrest, terrorism, and landmines. Read the entire Travel Advisory,” the advisory says.

Bulgaria Travel Warning

Bulgaria is at a level 1, for exercise normal precautions, according to its advisory summary, which was updated on October 9.

Croatia Travel Warning

Croatia is at a level 1, indicating that travelers should exercise normal caution. However, the alert notes, “Exercise normal precautions in Croatia. Some areas have increased risk.”

For example, in Karlovac and Lika-Senj counties, people are advised to exercise increased caution (level 2) “due to landmines.”

Equatorial Guinea Travel Warning

The country is at a level 2 travel warning for exercise increased caution, and its summary was updated. “Exercise Increased Caution in Equatorial Guinea due to risk of crime, health, and arbitrary enforcement of laws,” the advisory says.

Maldives Travel Warning

Maldives is at a level 2. “Exercise increased caution in Maldives due to terrorism,” the advisory reads. “Terrorist groups may attack with little or no warning. There is risk of terrorist violence, including terrorist attacks and other activity in the Maldives. Attacks may occur on remote islands. This can lengthen the response time of authorities.”
