The vote remained largely aligned with the positions of each party, with the exception – as on other occasions – of Democratic Senators John Fetterman, from Pennsylvania, and Catherine Cortez Masto, from Nevada, who voted yes, along with the independent Senator from Maine, Angus King.
The Republican senator Rand Paulfrom Kentucky, voted against the proposal approved by the House of Representatives, also with a Republican majority, that would keep the Government open until November 21 and give legislators the opportunity to negotiate a new budget package for fiscal year 2026.
Both Republicans and Democrats blame each other for the shutdown of the US government, which has been paralyzed for more than two weeks since last October 1, and has left thousands of public workers without pay and forced to suspend non-essential functions of several government agencies.
Repercussions on Wall Street

The failure of the proposal to unlock federal funds had repercussions on the stock market.
The Dow Jones Industrial Average closed this Thursday with a drop of 301.07 units, -0.65%, to stand at 45,952.24 points.

Main cause of blockage
The main obstacle in the negotiations and the main cause of the blockade has been the extension of subsidies from the “Obamacare” health program, which expire at the end of the year.
Democrats want to extend them and Republicans accuse them of want to benefit undocumented immigrantssomething that the opposition denies.
Americans have shown their discontent over the paralysis of the federal government, but remain divided when it comes to determining those responsible.
According to a recent AP-NORC poll, 48% attribute much of the responsibility for the legislative blockade to President Donald Trump and 45% to congressional Republicans, compared to 40% who say the same of Democrats.
Despite this, the Democratic Party’s favorability rating stands at 32% and the Republican Party’s at 40%, virtually unchanged from a September AP-NORC poll.
