Mexico City.- Two cleaning companies with the same legal representative received contracts by direct award on the same day by the Secretariat of Works and Services of Mexico City (SOBSE). In January and February 2025, International Cleaning Technician y Comprehensive Ecological Cleaning and Sanitation Services They collectively invoiced 42.1 million pesos to the capital government.

According to a journalistic investigation, both companies share a business, legal representative—Karina Berenice Rosas Avalos—and links with Grupo Tilsa and Arquitecnia Urbana, companies that have also benefited from the SOBSE. On January 13, the two received award notifications for 3.7 million pesos. International Cleaning Technique obtained 553 thousand pesos for waste transportation; Comprehensive Ecological Services, 3.17 million for road cleaning.

The contracts were signed on the same day, January 17, by Leticia Beltrán Hernández and Ericka Patricia Acatitla Beltrán, respectively. In February, the streak continued: International Cleaning Technician signed a contract for 29 million pesos on February 14, and Comprehensive Ecological Services another for 9.45 million on February 28.

Tilsa Group, Urban Architecture and International Cleaning Technician They share the same telephone number (55 5579 0651), although they report different tax addresses. In addition, brothers Joel and Juan Marcos Garrido Marroquín have served as legal representatives of Arquitecnia Urbana y Técnica Internacional en Limpieza in tenders before SOBSE.

Although Urban Architecture lost in two tenders against the other two companies, it obtained six contracts in 2025 for a total of 55.7 million pesos. The coincidences in award dates, legal representatives and business links have not been observed as irregularities by the agency directed by Raúl Basulto Luviano.
