Poor records
However, the optimism of the PAN leader is not in harmony with the reality of his party. With 277,665 registered militants, it is a little above the minimum threshold established by the National Electoral Institute (INE) to maintain the registry, set at at least 256,030 constant and active militants.
And the crisis is reflected more clearly in the membership that the PAN officially has registered in the four states that it still governs, since in three cases it does not even reach one percent of the Nominal List of Voters in force in each of those entities and only exceeds one percent in one of them. And in the rest of the federal entities, the list of PAN militants is very poor for a party with so many years of experience in the political life of the country.
In June 2027 three of the four governorships that the PAN currently holds will be at stake. The immediate precedent, in the dispute of the federal electoral districts in June 2024, tells us that in Chihuahua, Morena and its allies won 5 of 9 deputies, while in Querétaro the Morena and PAN coalitions equally won three federal deputies of Relative Majority each.
However, in 2027 the PAN will compete practically alone, after the disappearance of the PRD and the accelerated collapse of the PRI, with whom the albiazul says it no longer wants anything.
Aguascalientes, where the governorship that is currently in the hands of the PAN will also be renewed, the albiazul won three of three federal deputies and was also the only entity, of the 32 in the country, where the current president Claudia Sheinbaum lost the presidential race. In Guanajuato, the fourth PAN entity, the governorship will be contested until 2030, but in the June 2024 elections Morena and its allies won 8 of 15 federal deputies.
Youth vs. adults
The Nominal List of Voters, in its most recent cut on Thursday, October 23, 2025, reflects that young people between 20 and 29 years old make up the second and third largest segments of potential voters, just over 22 million together. But, people aged 60 and over represent more than 19 million potential voters.
This casts doubt on whether the PAN’s strategy of recruiting young people can give results in the short term, since boys represent the segment of voters with the least presence at the polls, while older adults are those who register higher percentages of participation.
