The Secretary of Citizen Security (SSC) of Mexico City celebrated the 67th anniversary of the Administrative Sanctions Center and Social Integration “The Little Bull“.
This Thursday, October 30, the SSC, through the Undersecretariat of the Penitentiary System, reported on the celebration of ‘El Torito’ for its 67th birthday of the institution that has transcended for its work in crime prevention and the social reintegration of people who violate the program “Drive without alcohol“and of the Civic Culture Law.

A center with history and social commitment
According to the agency, said institution, located on Aquiles Serdán Avenue corner Lago Gascasónica s/n, San Diego Ocoyoacac neighborhood, Miguel Hidalgo mayor’s office, was inaugurated on October 28, 1958 by the then president Adolfo Ruiz Cortines and the head of the Department of the Federal District, Ernesto P. Uruchurtu.
“El Torito” – named so because popularly It was said that the property was a trailalthough It was also known as El Piojito due to its proximity to the Huíchapan neighborhood market.– for more than six decades it has been considered a reference in the application of administrative sanctions in the country’s capital.
The center currently cIt has a capacity to accommodate 124 people —72 men and 52 women— in one area of 1,730 square meters.
Since its creation, it has sought not only to sanction, but also to raise awareness and guide people referred for violating the rules contemplated in the Civic Culture Law, as well as the Traffic Regulations.
More than 21 thousand people referred in 2025
Within the framework of the celebrations, the agency noted during the commemorative ceremony, the Undersecretary of the Penitentiary System of Mexico City, Chief Commissioner Andrés Ponce Aceitunohighlighted the relevance of the center in the application of the “Drive without Alcohol” program, one of the most recognized in terms of road safety.
He reported that, from January 1st to date, “El Torito” has received 10,015 people for driving while intoxicated and 11,360 for violations of the Civic Culture Lawadding more than 21 thousand detainees so far this year.
In this sense, the official recognized the work of the public servants who operate the center 365 days a year, highlighting their professionalism, discipline and respect for human rights.
Crime prevention and social reintegration
For her part, the Director of the Center for Administrative Sanctions and Social Integration (CSAIS), Claudia Yezebel Reyes Hernándezstressed that the main mission of the place is the prevention of crime through raising awareness and guidance of offenders.
It is worth noting that, “El Torito” offers medical, psychological, pedagogical and social work care, in addition to promoting cultural activities and having a libraryas part of the actions to combat the causes that lead to violating civic and traffic regulations, promoting harmonious coexistence in the capital.
On the other hand, the authorities pointed out that arrests in the center can last from a few hours to two days, according to the resolution of the Civic Judge, and the main causes of admission are:
- Exceeding the limits of the Breathalyzer program.
- Consuming alcoholic beverages or prohibited substances in public spaces.
- Contempt of court orders.
