Mexico City.- The National Rehabilitation Institute “Luis Guillermo Ibarra Ibarra” is going through an internal crisis marked by complaints of workplace harassment, corruption, lack of medical supplies and cancellation of surgeries, according to testimonies from workers and patients. Two employees with more than a decade at the institution stated that since the arrival of the Director of Administration, Humberto Moheno Diezan environment of harassment and disorder has been generated that has affected the functioning of the hospital.

“We are afflicted by the poor distribution of public resources, the systematic harassment by Humberto Moheno Diez and his work team and the poor management of his administration,” declared Jorge Laurentino Espinal, member of the Budget Control and Integration area. In December 2024, Espinal handed over to the general director, Carlos Pineda Villasenora document in which he listed irregularities such as improper charges to patients in the parking lot, cancellation of surgeries, poor service in the dining room and suspension of food cards.

The workers assured that the complaints are unsuccessful, since the Mohen He chairs the Ethics Committee and the Transparency Unit, so complaints end up under his control. “Which also shows that the administrative director chairs several committees in his desire to control everything,” said a nurse from the institute.

Staff stated that the deficiencies directly affect patients. Areas such as hydrotherapy have been abandoned for more than two years, which has prevented the care of people like Gerardo Osmany González Pulido, who was unable to access the service after a fracture. “The tank or the pool where the exercises are done have not been working for two years. I went to make an appointment, they told me to go to the general management; I was denied access,” he explained.

The facilities, employees pointed out, have leaks, bathrooms without paper or soap, and furniture in poor condition. Espinal also warned that “the allusion that Lic. Humberto Moheno Diez made at the meeting on December 18, 2024 in which he stated that 40% of the surgeries had to be canceled”, confirms the operational deterioration.

Staff also reported a lack of proper uniforms and basic materials, such as syringes. A nurse reported that the shoes delivered broke within a few weeks and that even in previous years they received poor quality shoes.
