By majority vote, yesterday in a plenary session, the State Congress approved the general opinion of the counter-reform to the Social Security Law for Workers of the State of Yucatán (Isstey) and decree 532/2022.
With the vote in favor of the benches of Morena, Green Ecologist Party, Labor Party, Citizen Movement, Institutional Revolutionary Party and from a non-party representative, the modification saw the green light in the plenary session. Only the parliamentary group of National Action was opposed.
As will be remembered, said modification to the Isstey’s law He sent it last September Morenoist governor Joaquín Díaz Mena, that impacts more than 42,000 state workers.
The capacity of Congress was filled with workers and union leaders to witness the event, in addition to the presence of federal deputies of Morenoist extraction, Óscar Brito Zapata and Linette Fernández Sarabia.
“Capricious opposition”
The National Action legislator Roger Torres Peniche spoke out against said modification and pointed out that questioning the modification to the Isstey’s law It was not an act of the “capricious opposition.”
The PAN member expressed that these changes “would open a financial gap that would exhaust the institute’s liquidity before 2028.” He stated that this would be two years earlier than what had been projected in the worst scenarios.
Torres Peniche stated that the commission in charge of evaluating the modification proposal never received the economic information to evaluate the financial feasibility of the proposal. From his perspective, the counter-reform is a “politically profitable decision, but economically unsustainable.”
“Reverse sustainability measures without A financing plan is not justice, it is irresponsibility”, he added that there was no financial run, a projection of reserves, nor new income or a state plan for extraordinary contributions.
In addition to saying that neither Secretary of Administration and Finance Neither the general management of Isstey wanted to “come forward to commit to you (the workers) and tell you that your pensions are not at risk, that there is money in the coffers.”
When mentioning the ordering of the Supreme Court of Justice of the Nation that invalidated various provisions of Decree 532/2022, indicated that the Court “asked to correct what it considered excesses, not to open deficits.”
Before the intervention of the PAN member, the Morenista Maribel Chuc Ayala He took the microphone to speak in favor of the reform, ensuring that the vote in favor was in favor of “Isstey being an institute at the service of workers and not a burden.” At other points, the Morenista pointed out that the reform was to give back to the workers “what the previous National Action government took from them” in reference to the administration of Mauricio Vila Dosal.
For his part, the deputy of Institutional Revolutionary Party, Gaspar Quintal Parrahighlighted the position of his party, in which he expressed that the ruling does not respond to the principle of social justice nor does it ensure the financial viability of the Institute in the long term and postpones the reform until 2026.
According to Quintal Parra, the Executive’s proposal “was limited to complying with the resolution of the Supreme Court of Justice of the Nation (SCJN) regarding the years of service for retirement” and the discussion process failed in its task of incorporating the citizen voice.
Despite the criticism made by the PRI member, he announced that he and the PRI would support the ruling, arguing that it is “a minimal advance for the restitution of rights.”
In her turn, the Citizen Movement deputy Larissa Acosta Escalante, He indicated that “with this new reform, a strict fence is established, guaranteeing that resources are only invested in regulated low-risk instruments, prohibiting speculative operations.”
The deputy Julian Bustillos Medina He highlighted that the new legal framework represents an act of reparation and justice, after the negative effects of the previous reform. “Today we take a firm step towards redressing grievances and building a more just and sustainable regulatory framework,” he said.
The coordinator of the Morenoist bench, deputy Wilmer Monforte, pointed out that “it is not possible that those who had the opportunity to rectify the mistakes of the past do not do so, and continue to think only about money, when previous governments used the Isstey as their petty cash.”
Monforte Marfil acknowledged that Isstey is not going through its best moment, but attributed this to “the governments of the past.” In addition, he assured that past administrations “used workers’ resources for other things that were not for the benefit of workers.”
He recalled that for years workers’ resources were diverted for purposes unrelated to their well-being, even selling the Institute’s stores that benefited families, which he considered a sign of abandonment towards the working class.
Regarding the position of National Action against the reform, the leader of the Morenoist group told them to “think carefully about which side you are on: on the side of the people or against the people.”
Other topics that were addressed and approved during Friday’s plenary session were the agreement of the nomination committee for recognition of the “Doctor of the Year of the State of Yucatán”, which is awarded posthumously to the doctor Rudy Humberto Coronado Bastarrachea and the proposal of the agreement on the call for proposals of young candidates for recognition to be made “Efraín Calderón Lara” 2025.
Finally, it was announced that the solemn session to present the “Doctor of the Year” recognition will take place on Thursday, October 30 at noon.
