The Security Cabinet of the Government of Mexico clarified Wednesday afternoon that Simón Levy Dabbah, a former federal and capital official, was detained by the International Criminal Police Organization, better known as Interpol, in Portugal, where a Court ordered his release, imposing precautionary measures, including permanence and identity control, while his nationality status is verified and his surrender to the Mexican authorities is resolved.
“Within the framework of international cooperation mechanisms, yesterday the Government of Mexico was notified by the Portuguese authorities about the arrest of Simón ‘N’, derived from a Red Notice from Interpol, due to the existence of two arrest warrants in force against him, related to criminal proceedings for crimes against the environment and liability for work, as well as for threats and damage to other people’s property,” the institution said in a statement.
At the same time, he highlighted that the Government of Mexico maintains communication with the Portuguese authorities to follow up on the case, in accordance with international legal cooperation and extradition mechanisms.

Simón Levy Dabbah, former federal and capital official, said in a telephone interview with However that he was never arrested, that he is in Washington, where – he said – he suffered an attack, and that he is free. However, he did not confirm that he is actually in the United States (EU).
However He contacted Levy at the cell phone number he usually uses in Mexico. He responded and agreed to an interview, but clarified that he couldn’t make a video call because he was receiving a lot of calls and that it would have to be quick.
In the document that Interpol sent to Mexico it states that “Simón Levy Dabbah was provisionally detained in Portugal on 10/28/2025 and will appear before the Lisbon Court of Appeal on 10-29-2024, so that it can decide whether or not to maintain the detention for the purposes of extradition.”
“To date we do not have any information from the Court,” reads the notification that was issued with the following subject: “Detention with a view to extradition of: Simon Levy Dabbah, born 03/15/1979.”
Likewise, the Attorney General’s Office of Mexico City (FGJ-CdMx) reported this Wednesday the capture of Levy Dabbah in compliance with an immigration alert activated by two arrest warrants in force against him for environmental crimes, malicious damage to other people’s property and threats.
Later, he issued a new statement in which he detailed that Simón “N” is subject to precautionary measures in Portugal while the procedure for his extradition to Mexico continues and he has two criminal proceedings open against him, for which he must respond to the authorities.
During her morning press conference on Wednesday, President Claudia Sheinbaum Pardo stated that the case is related to a complaint filed some time ago by an individual in Mexico City (CdMx). Regarding the place of arrest he only commented: “It seems so. In Portugal.” Then, this Thursday, he presented a new official document issued by the Portuguese authorities to confirm the arrest.
Despite official information, Simón Levy denied being detained. On his X account, he published: “Mexicans: I’m perfectly fine. They wanted to kill me and also invent a thousand other things. I’m fine and in good health.” Then, in two interviews, with Luis Cárdenas and this Thursday with Azucena Uresti, he also ruled out having been captured.
Levy affirms that he resides in Washington and that the US State Department rejected the extradition request presented by Mexican authorities. He described the video that supports one of the complaints against him as “edited.”
Luis Cárdenas himself published this Thursday on his social networks that “Simón Levy is in Portugal.” “He not only lied to me but to all the journalists who interviewed him yesterday and today. I clarified the issue in my space and on my networks,” he said.
In August 2022, the Judiciary of Mexico City (PJ-CdMx) obtained an arrest warrant against the former Undersecretary of Tourism Promotion, Simón Levy, for the alleged crime of “intentional damage to property” to the detriment of Emma Yolanda Santos González, which gave rise to this case whose scandal exploded this week.
