West Bengal SIR: Protests in Kolkata by a section of BLOs

With the final round of BLO training, focussing on Enumeration Forms (EFs) and BLO app operations undertaken across Bengal on Saturday, ahead of the House-to House visit with EFs starting from November 4, a major protests erupted in Kolkata by a section of the BLOs at the Kolkata-South training centre. The BLOs expressed concern about their security and also demanded “on-duty” status, where they can work for SIR exercise alone. Meanwhile, Trinamool Supremo Mamata Banerjee has called for a mega rally on November 4, the day House to House visit of the BLOs with Enumeration forms starts.

“SIR is a very important work. We have taken training earlier and come for training today. However, physically and mentally, it is not possible to teach in schools during the day and visit houses with EFs in the evening,” a BLOs said.

A section of the BLOs, who were trained in South Kolkata today, claimed they cannot do House visits and school job simultaneously, when the school exams are approaching. A deputation letter with four-point demands by the BLOs, was submitted to the WB-CEO through the EROs, who conducted the training today. BLOs of Kasba, Tollygunge, Jadavpur, Metiabruz, Behala Purba and Behala Paschim were trained under South Kolkata Parliamentary Constituency today.
Talking about the demand for on-duty status, another BLO said, “If we get ‘on-duty’ for SIR for one month, it will be easier for us to focus on SIR. The ECI must give this in writing. After returning from school, how can we go out in the evening again? SIR work is a mentally stressful. In school we have additional work like checking the examination papers in addition to teaching. After working in the schools till 4.30PM, how is it possible?”.

The BLOs expressed apprehensions about security and said they are yet to receive the Identity Cards.


“We must get assurance about our security. If SIR work is to be done in the evening, security will be involved. We want security arrangements,” another BLO said“Days are small as Winter is approaching. We have been told to visit the houses in the evening. There is security concerns as well,” another BLO said“The workload will be huge as we have to visit a house thrice. We also demand an Assistant BLO to complete the work in one month,” another BLOs said.

The training for 80,681 Booth Level Officers (BLOs), who will conduct the House to House visit with EFs of SIR, started across Bengal on Saturday. The BLO training will be completed by November 3.

The training stressed on the BLO app operations, technicalities, log-in systems and also focus on Enumeration Forms. All BLOs will be provided with BLO kits, identity cards and a cap by WB-CEO’s office. A list of additional 14,000 BLOs have been kept ready when booth rationalisation happens or substitutes are needed.

Meanwhile, the District Election Officers (DEOs) have been instructed to organise and complete the training of BLAs (Booth Level Agents) within November 3. If names are submitted later additional training will be organised later,” WB-CEO’s office said.

Trinamool Mega rally

Trinamool Congress will hit the streets on SIR issue, the day the BLOs will start House to House visits with Enumeration forms. Trinamool Supremo Mamata Banerjee and party National General Secretary Abhishek Banerjee will be walking in the rally from Red Road to Jorasanko in central Kolkata and both will address the rally.
