The Federal Digital Minister Karsten Wildberger has decided to make the expansion of fiber optic networks a top priority. In a recent meeting with representatives of the telecommunications industry, municipal associations and the Federal Network Agency, a Memorandum of Understanding (MoU) was discussed, which is intended to set concrete targets for infrastructure expansion. Wildberger emphasized that he would personally ensure that the expansion remains a priority and that great progress is made.
However, the telecommunications industry faces significant challenges. While Wildberger’s letter of intent has received widespread support, there are concerns about the regulatory framework. The Federal Association of Broadband Communications (Breko) demands that the transition from DSL to fiber optic networks be clearly regulated. An orderly transition is crucial to secure investment commitments from the industry.
A central issue is the shutdown of the copper networks, in which Deutsche Telekom plays a dominant role. Telekom wants to secure its market position in the transition to fiber optics and plans to only switch off copper where it has expanded fiber optics itself. This saves operating costs, but creates tensions with competitors who demand a say in the shutdown.
The discussions about fiber optic expansion are a reflection of the challenges the industry has faced in recent years. Dysfunctional broadband funding and inadequate regulation have led to delays.
